Rich Snippets without Structured Data

It is possible to get rich snippets for the meta description even if you haven’t used any structured data. The following example is for Google UK for the query: admin jobs in middlesbrough   The code on Direct Gov’s website for their job listings has no structured data what so ever. http://www.google.com/webmasters/tools/richsnippets?q=https%3A%2F%2Fjobsearch.direct.gov.uk%2Fjobsearch%2Fpowersearch.aspx%3Ftjt%3DAdministrative%2BAssistant%26where%3DMiddlesbrough%25252c%2BDurham%25252c%2BEngland%26rad%3D5%26rad_units%3Dmiles%26pp%3D25%26sort%3Drv.dt.di%26vw%3Db%26re%3D134%26setype%3D2   So it is possible to achieve rich snippets without using structured data.
